Frangipanis give the garden a lovely tropical feel in summer but loose all their leaves over winter. The bare grey branches are not particularly attractive so I would recommend planting an under storey of evergreen tropical plants. A mix of varieties will add contrast and in size, texture and colour.
Plants grown for winter colour tend to have colourful leaves. Cordylines fruticosa grow 1-3m depending on cultivar - leaf colour varies from pink to green and plain to striped.
Bromeliads are another tropical plant with masses of varieties, some grow best in the ground others are epiphytic and do well attached to a wall or the tree trunk.
Providing your wall gets good winter sun you could grow against Pyrostegia venusta - the orange trumpet vine - masses of flowers in late winter/ early spring. If you prefer white flowers you could always grow Star Jasmine - Trachelospermum jasminoides, flowering time October to November before the Frangipanis flower.
