Well the photo says it all - no leaves, no buds, browning stems, I'm sorry to say that life has passed it by, it is an ex-rose. So yes dig it up. But before planting another in the same spot I'd give the area a thorough dig over, add more gypsum and lots of well rotted compost, maybe even some composted animal manures too. Just because a neighbouring rose was OK doesn't mean that the soil conditions are exactly the same. There may be a better mix of soil types under that rose - e.g. less clay. There are many possibilities for the cause, so I won't guess but root eating grubs are a common unseen cause. P.S. sieve your compost before adding to the garden to remove any curl grubs which often thrive in compost heaps.
